I have to say that I'm not that familiar, it may well be.
The Mayor's robes are a fine piece of cloth though, not entirely sure how comfortable they are in the July sun however!

Perhaps a mayor, to celebrate being elected to the office for four years, would commission new, more regal robes.
After all, the Emperor had new clothes.
Perhaps the newly elected Mayor of Hyndburn will too.
