Was the pub next door originally called "The Royal" not to be confused with the "Royal Oak" on Meadow street. I seem to remember going in by mistake to meet somebody when I should have been in the other one, that has gone now as well. This was when I first arrived in Accrington about 1967 ish. I try to forget.
I drove down Blackburn road today to the medical centre and what a mess Blackburn road is now, cars parked on the footpath and buses trying to pass, twas like a third world.

yep gremlin it was the Royal, a massey house, did friday nights yon in 80s.

Thanks for that Cashman, my old memory is still functioning.
I drove round past the Royal Oak a few days ago and that plus the New Brewery are both closed, I think the Brewery is flats.

This was the planning application, Tealeaf ... was a re-submission to 11/9/0317 which was refused on the grounds that the frontage would be detrimental to the visual amenities of the surrounding area

Nowhere do I see in this notice reference to change of use from class A4 (drinking establishment) to either class A3 (restaurant) or A5 (hot food takeaway). Does HBC now ignore the law pertaining to planning permission, as well, in this instance, being complete idiots by virtue of their reference to a 'new shop window'. Whenever have pubs had shop windows?

this hbc were dealing with anything could and probably will happen. Planning law seems only to be enforced when it suits.

Just the messenger here, Tealeaf, however, can only suspect that when the Globe closed, after a certain length of time, and no re-application for a drink's licence, was defunct as a public house at the time of the resubmission ? ( might be talking crap) Don't think on the original there was any objection to change of use ... just the style of the proposed frontage which was amended.
This was the original:

OK...that's the change of use in 2009 from A4 to A1 (shop). Where is the change of use from A1 to A3/5?

That's ridiculous Walkinman .. councillors have very little power on the Planning Laws, except when there are objections or appeals.
Must say though, admire you with regard to your concern on the other thread (Spire Farm) ... at least you are taking an interest on our heritage and possible destruction of the aesthetics of our town.
Accyweb has given you the opportunity to debate with the owner your 'disapproval' .. which is good .. sure Mr Foy would agree .... no matter how the thread digressed into a discussion about your large typeface ...
