If that were the case, it could be very expensive if the applicant appealed to the government and his application was upheld, the council would have to foot the bill for the inquiry, which could run into hundreds of thousands

How can you work in the building trade in this country and not understand English, what language are the drawings and specifications for the job their doing, how do they order building mterials. how do they get to work, obtain food and drink, etc etc.
