Another taxi driver gets licence back
Yet another taxi driver has had his licence renewed just after being released from prison for attacking a man with a wheel brace....who are these idiots on the committee, and have they any thought for the general publics safety? I think not

Think you should have pointed out that it was Blackburn Not Hyndburn where this licence was granted LYNX

what do you have to do to be stoped from been a taxi driver ?
so far theres this guy and a sex pest that i am aware of getting their licence back to drive taxis
the sex offender one was curtousy of hbc

well i suppose its a blessing he hasnt attacked a passenger previously and lets face it to be fair i dare say non of his passengers will be in his company long enough to nag him to the point of him wanting to kill them lol

In Hyndburn there were two cases.
A Sex Offender was given a licence.
The second case made less news but was significantly worse. A Taxi Driver was caught committing a sex offence. The Police held him in the cells and asked HBC to revoke his licence. HBC did not. He went on to commit another sex offence. HBC then blamed the Police in the press saying they were silent and did nothing. The police have no powers an DID MAKE a strong compelling case whilst the guy was in the cells to withdraw his licence to HBC. HBC rejected it. This was one another one of Britcliffe's lies that was never uncovered properly.
These are not the worst cases.
Next week will see a Labour motion on Taxi Licences banning all sex offenders (convictions or another loophole, cautions) for 10-15 years (Currently 3 for convictions only). For a sense of direction on this matter, Labour Councillors are debating whether we should make it longer.
There is corruption in Taxi Licencing currently in my view. There will not be under Labour because decisions across the Council will be more public, the public will be more involved.

The sex offender has been discussed on here thats why I left it out....IMHO if a taxi driver is sent to prison for whatever reason his licence should be revoked and never re-instated......but of course it doesn't make much of a difference to my life as I tend not to use taxis unless I am with someone else.........as a driver you see how they drive and the state of the taxis, that should be enough to put anyone off.

Why on earth are police cautioning sex offenders? A caution is supposed to be a formal warning for first time minor offences like vandalism or petty theft.
I think the problem is much deeper than you state if sex offenders are getting off with cautions. They should be properly convicted for their crime. I agree that those convicted of sex offences should remain without a licence for a good 10 years if not longer. Although there would need to be some judgement still for a licence committee as for example if two consenting 15 year olds have a sexual relationship the male could be placed on the sex offenders register. It would be wrong in my opinion to deny him of a living in future in such a case.

I believe sex offenders are cautioned because they admit guilt but the CPS do not prosecute. I presume because the witness prefers not to go to court. So the offence stands but without a court appearance, they are not convicted. To me this is a huge loophole.

they used to check wi Scotland Yard fer "Hackney" dunno about Private Hire, that was back in 1980, would hope thats still the case, but am doubtful that was Hyndburn Council not the plod.

I have to use taxi's at night if the buses have stopped running .. have no choice as i dont drive. Think in future if im down accy instead of using a hyndburn taxi firm i will use the rossendale one that i know the owners of ... that way i know for certain i will be getting in a taxi that i can trust the drivers of.

maybe its a requirement these days to do taxi's?
asbo passengers on a friday night what else would they be scared of?
tbh the case in blackburn does seem like the councillors have done this guy some personal favour as the article in the ET seems to allude they have prior knowledge of him

as far as i'm aware
all taxi drivers inc private have to have a CRB check - a criminal record certificate which states all your priors. thats all the crb check is - they themselves do not make choice decisions or rulings wether anyone is allowed to do the said job or not. they just allow public access to someone's criminal record
its then upto the employer/council to decide if that person is ok for the job. so in theory you could be charles manson and the council could rule its exceptional circumstances and award him a licence. all the cases with the sex offenders and this dude who's come out of prison - their convictions would've been printed on the CRB certificate so the police/crb have done their job. unless the person deliberatly provides false info when applying for a crb check then thats a different matter.
so after a person gets their certificate they go to the council and if its clean chances are they'll stamp it and you get your taxi badge
if there's any doubt a board/person will decide. as in the case of this blackburn guy - councillors ok'd his application despite the offence being listed on the certificate from the CRB.
