Er.... forgive me for getting political, but why didn't the Conservative governments we had between 1979 and 1997 change it?

Dosnt matter who is in power education is just a pawn in a political game that will blow up in our faces at some point. There is that much bull in schools along with PC that the teaching is an added extra.
