Building on Corner of Eagle Street and Canon Street

Can I call upon the local knowledge of people who have been in Accrington longer than me?

What is the history of the building on the corner of Eagle Street and Canon Street? The one currently occupied by the Councils Housing and (I think) Health Departments. It was extended at some time, but what was it before?

It was formerly the Manchester and Liverpool Bank. If you look at the facade on Eagle Street you will see that the Monogram and the Arms of the bank are still there. Additionally if you take a close look at the doors on Eagle Street you will see that the frosted glass has a similar tale to tell.
