Kitty, the shop you are on about has been doing that for the last 10 years with the milk vouchers. When i lived up Fern Gore many moons ago, that shop also gave "TICK" as long as you was prepared to hand over your benefit books to him and sign it for him to go and collect. He then took what you owed him and a little more before you got your book back.
