As far as any moratorium goes, as far as I understand the situation, it exists at the discretion of Chief Constables (though I could be wrong).
What I meant by my reference to guns is that it could also be argued that drugs kill people, therefore they must be banned, which is an illogical proposition. It is stupidity and ignorance of the effects of drugs which results in death by overdose. In the same way that overuse of water can result in vital salts being leached out of the body leading to fits and possibly also death. It is possibly a fine distinction but I think that it is a very important one.
