Chinese Govt. bans reincarnation

According to the attached news item the Govt. of the PRC have issued orders banning anyone from reincating themselves without permission

China tells living Buddhas to obtain permission before they reincarnate - Times Online

I want to know how it will be enforced

I wouldn't worry,if there is such a thing as Re-Incarnation, This government would welcome it!! After all, They'll be able to tax the re-incarnated all over again !!!

Perhaps the Chinese government will limit each married couple to just one reincarnation between them, like they do children.
