Perhaps some people think it is the car manufacturers who should be fined or imprisoned when a drunk driver kills a child.

agree entirely, though think roys point about a warning in the first instance should be the norm, after that bounce em. its double standards fer me, warn a guy wi a bit of puff,etc yet do a smoker first time rubs me wrong way.

Maybe, but that should be applicable to all, if it were the case.
It should have nothing to do with person's age.
It's patronising to think those of a certain age need extra protection from the laws of the land.
There's been enough publicity about fines being given for dropping a cigarette.
I chose not to chance a fine, so I bin mine, or even pocket it...when I'm sure it's truly out.

Nah Cashy .. too much adminstration to do this, can you imagine having to check whether offenders have been warned before .. too much money .. zero tolerance, one hit fine is the best way.

am i right in thinking that means she isnt paying UK duty on that baccy?
Honestly she deserves the fine, everyone knows littering can result in a fine no matter what it is you dropped. By the sounds of it the police/wardens where easily visable in town that day so why take the risk? Its like seeing a speed camera and putting your foot down .
