That would either have been the Tories or the Wigs, now, who was in power when the Napoleonic wars were being fought?
Whoever it was introduced income tax as a temporary measure to pay for it, oh look, we are still paying for it even today. (I suppose you will still find a way of blaming 13 years of labour misrule for that won't you Jay?).

Well they were a tad reckless with their spending for a while Less to be fair
