I am reasonably convinced that Burnley used to have the worst record locally, when the coal mines were operating.
I worked for several years administering Industrial Disablement Benefit in Burnley. The jobs underground were extremely hazardous - Burnley office needed a higher staffing level than the norm in order to administer that benefit.

Accidents happen, but I wonder how many of the sick days were really sick, we had someone off work a while ago because his partner was sick! I am old enough to remember when even though jobs were ten a penny, you would crawl to work in seventeen foot of snow with triple pneumonia! These days of work or play salaries and too much expendible cash allow the luxury of 'sickies'.
