About devolution in general ... I don't think it's off topic, nor is it a bad idea. I realize the UK is small in area ... not much bigger than Wood Buffalo National Park ... but there are distinct regions. "North and South" is only the start. (Not a bad novel, by the way). The US of Eh operates well enough with a federal system ... as does Canada, with Quebec as a distinct society and Alberta as a spawning ground for rednecks. Think of it as taking powers from Westminster without giving up a unified foreign policy, military policy, and general economic and monetary policy (keeping the Bank of England, for eg.). Strong regional governments in, say, Manchester, York, and Knuzden could deal with regional issues. It would definitely work for Wales, Cornwall, Yorkshire, Lancashire etc.
