Yes katex, the Dog License was abolished because it cost more to collect than was collected and it was all but impossible to police.
If the government in its infernal wisdom does go down the “Dog Tax” road to make it cost effective I guess it would need to be at least $50 and that would upset the golden oldies.
As much as I agree that horse owners should clear up after their horses dumping in the road there is far more dog muck around than horse muck. Then there is the rhubarb and roses to consider. Maybe horses should wear nappies like they do in Blackpool.
In fact if you think about it bird crap is far more widespread than any other crap (apart from the crap that comes out of Whitehall and Westminster). I mean there’s millions of the feathered friends. Bird droppings will eat through the paintwork on your car if left on long enough.

Who would enforce dog licences and how would they do it? You rarely see a policeman on foot these days but, if you did, would he have time/be bothered to ask to see your licence if you were out with your dog? Would you be required to produce it at a police station within 7 days?
Dog wardens could do it, at a pinch, but when did you last see one of them? I've seen dogs out wandering the streets in some areas, often packs of them, but I've never seen anyone round them up.
It would be the same story as in the days when we did have dog licences. The good, responsible owners would buy them and renew them. The irresponsible ones just wouldn't bother.

I hadn't realised that you didn't need a licence anymore, I dont think you can compare dog muck with horse manure, horse manure doesn't smell even half as bad, its not meaty, it rots better and is good for the garden.
Ianto, where did you get the info re tetanus and horse manure? Didn't realise that, I've been picking it up with my bare hands for years its never done me any harm, anyway must dash and oil my jaw

How would people be vetted for this? Age, Class, Ethnic Background?
What would we do with all the extra dogs?

1. No age, class or ethnicity - just capacity to sensibly care for and control -- licence can be withdrawn if this condition is breached--eg if the dog is allowed to roam unaccompanied, owner does not collect 'fouling', creation of noise nuisance in the neighbourhood etc.
2. The sceme would need to be phased in so that as dogs die the numbers in any allowed in any built up area are gradually reduced.

Couldnt see it working myself.
Let say I have a Dog Licence, can I let someone else walk it??
I think Compulsary Insurance would be a better Idea.

At present the dog warden spends most of his time rounding up strays. There are too many dogs owned in towns and cities.
If rationing and microchipping of dogs was introduced the warden's job would be control of the register of dogs and the issue and withdrawl of licences. As the dog population will be reduced gradually the costs of such a scheme could eventually be no more than the present costs of a dog warden.
