I have not studied America that much yet so it is hard to say.
On the one hand the American system is much more representative, the people you elect are usualy much more loyal to their state than their party.
But then that means that a controversial bill might not get through, where as it could easily get through in the UK system because our leading party usualy has a large majority and the MP's follow party lines.
e.g. Americas responce to 9/11 .. they couldn't change the Consitution and allow foreign nationals to be detained without charge, where as we pumped out that legislation within 6months of 9/11.
