Hyndburn Borough Council Budget 2011/12

I have a proposal for a straight forward way in which the Council can set its budget for next year. We are told that:-

1. Savings of around 1.3 million pounds have to be made.
2. The reason for the cuts is because of 13 years of Labour mismanagement and irresponsible increases in spending.

Simple, then. Let's take the last Council budget prior to a Labour Government, which by my reckoning is 1996/97. Uprate it for inflation for the period 1997-2011, and this becomes the Council budget for 2011/2012.

After all, things seemed to work well back in those days. We even had the bins collected weekly!

If the budget as calculated above is less than the Council is allowed to spend, then let's have a Council Tax reduction.

If it is higher, then look for more savings.

It means, of course, that anything or anyone that's in the current years budget, but wasnt there in 1996/97, is out.

But if the Leaders 13 years mismanagement claim holds water, then that is the only political way to do it.

I was hoping for Council Tax figures from then and the figure for now with inflations added as he suggested.

The way I read it, it was exactly that, a simple idea. Why should the detail need to be provided, the council can sort it out

I was just interested to know how much more or less we now pay than if each year inflation had been added to the previous years bill.

Probably better if JCB provides it, after all the council have sorted the "Market Hall" out?

Seems a tad biased to me reading it- Pledged a review= bills rising what scaremongering crap.

Well let's see how far we get with the information available.

The budget in the current year is 15.6 million pounds and we are told that savings of 1.3 million are needed. So the budget for 2011/12 can't exceed 14.3 million.

A pound today was worth 68.1 pence in 1997, so a maximum budget for next year, at 1997 prices, would be 14.3 x .681 = 9.74 million.

We need to compare that 9.74 million to the 1996/97 actual budget..........

Anyone have the 1996/97 budget to hand?

From that newspaper story Council Tax has risen more than inflation because central government has reduced funding to local councils forcing them to collect more from house owners. Maybe Bernard or one of the other Cllrs can confirm that is the case in Hyndburn.

I think both government grants and Council Tax rose well above inflation.

Of the four tables on Council Tax the Hyndburn only one, top left is most relevant.
