Am I the only person to have no sympathy for you Roy on this subject. You knew you would be out of the country, and yes, their computers (your preferred method of payment) may have been out at the time, but many other methods of payment, direct debit, post, phone, 'over the counter'.
You knew these bills would be coming along so why not pay them before you went. You have a father, sister and wife still here (not certain 'bout the latter if she was still over here whilst you were away) and no excuse for not paying your due council tax. Sorry .. you just been neglectful and lazy.

How do you set up a direct debit if you can't get the appropriate form from HBC? Busman had trouble even letting HBC know where he lived! They simply wouldn't take the info over the phone when he could phone them because their computer was always down and they flatly refused to deal with it through me.
I don't know if Roy's experience was similar but it can be maddening when you newly move here or return here from elsewhere.

By the way during the time Roy was working abroad his wife and kids were over in Moscow, so that left the house empty, wouldn't he therefore be exempt from paying Council tax for that period?

No, I think they could reduce it. They might class it as holiday. I am not sure really so I will just shut up and go away again............

If you own the house but you're out of the country I think Neil is right that you still have to pay a reduced rate.

When the kids and I spent the summer in Carnforth before Busman and I were married I still paid council tax even though I didn't live here for 6 weeks because it was still actually my home.

I think the property has to be left unfurnished, for a period longer than six months, for any reduction in council tax to be given.
For second homes you can get a discount of between 10-50%
