It is interesting to note that the council gave away the housing because they were unable to reach the Decent Homes Standard before the Dec 2010 deadline.

The Housing association haven't been able to either, but have benefited from their capacity to scale up the rents over the 5 year period to match a high percentage of the rents charged in the private sector.

Hynburn Homes properties.

An interesting question-do Hyndburn Homes actually own the properties that were transfered from Hyndburn council or are the only managing landlords along with Contour and Symphony group on behalf of an unknown third party ?

The Land registry search facility is only available to registered users and at the moment the registration facilty is unavailable - £4 per property per search - I am ready to pay but can't access the info.

I have now got past the 'temporary unavailabilty' and am free to register and get the info from Land Registry.
However there are 'terms and conditions' attached.
I have emailed to ask whether telling you the search result on this forum would be a breach.
...will report back when known.

On the question of who owns the ex Council houses, the housing association (Contour) 'owns' the houses in the same way as you or I 'own' our house as long as we repay the mortgage on it. If we don't keep up the payments, it gets repossessed.

The housing association sought funding from private sector institutions when it acquired the houses, and is repaying the 'mortgage' over 30 years.

Guess this means they have to operate to the same rule book that Accringtons "slum landlords" have to .... you know the ones , those that various Hyndburn Councillors were bitching and moaning about a few months back on this very site

The governing of stock transfer and the rules they were transferred over are pretty strict including the capping of rents to certain levels with max increases per year and also to improve the stock

I paid the £4 to Land Registry and got the info.
I haven't had a reply to my mail about potential breach of terms and conditions, but can assure you that I found nothing 'controversial' in the long doc I now have stored on my PC.

I haven't fully translated all the legal mumbo jumbo yet - but it doesn't indicate that the owner is some offshore multinational conglomerate

The properties are owned by Hyndburn Homes who are an independent Housing Association and charity (Industrial and Provident Society). Check the accounts, the properties are on the Balance Sheet.

HH has its own Board consisting of tenants, independents and council representatives. It is part of the Symphony Housing group which was formerly the Contour group, of which HH was part and the Vicinity group based in Liverpool.
