More profit fo Sainbury's & Tesco, 50,000 unpaid slaves, could mean 50,000 more being laid off.

I agree - any change in the law needs civil servants to implement it.
The standard way to avoid that is to pay an enormous sum to some computer software company to design a programme to do it - which has turned out to be an expensive disaster too many times.
