1) LCC is reasonably well run. HBC must be one of the worst Councils in Britain IMHO.
2) HBC is Tory because of local factors. Held marginally. 19-16 at the moment.
2a) BECAUSE OF The Green Party in Barnfield who attack Labour and let the Tories in with just 650 votes whilst the 1100 socialists in Barnfield split their vote evenly between 2 parties. Thats 2 extra Tories seats.
2b)The majority of the asian heritage community in Central Ward [the poorest ward in Hyndburn] vote Conservative. However the County boundary is bigger and it is drowned out by Labour voters. But at district it supplies 2 more conservatives.
Thats a swing of 8 seats which would have meant Peter Britcliffe would never have been leader of the Council.
2c) The boundaries suit the Conservatives across the borough in general.
2d) Peter Britcliffe is good at conning the public. At the last LOCAL election he asked voters to 'give Tony Blair a good thumping' instead of concentrating on why HBC owes more then Leeds United and is at least as ineptly run.
2e) Finally, Labour in the past have had some poor candidates/councillors at district level and very good/popular ones at County level.
The natural split as you suggest is 65:35 and therefore the council should be 23/12 or thereabouts. With the 4 named above it would be 20/15 Labour. There are another 5 seats with a good local candidate which would be Labour to.
