Yeh but did he raise the gun? If he had the gun in a bag then the cops shouldn't have shot him - only if he intended to fire on them should he have been shot!

oh poor gangsta, in a bag or not guns in bad hands are likely to kill or maim at some point, but not today so dont shoot. PATHETIC.

It does not matter if the gun was brandished or concealed, taking a loaded gun onto the streets is a threat to society. And if the police thought he was a threat, they are well within their powers to open fire.

South Africa's new top cop, Bheki Cele, wants the law to be changed to allow police to "shoot to kill" criminals without worrying about "what happens after that".

Speaking exclusively to Weekend Argus on Friday, Commissioner Cele said the police needed to match the firepower of criminals and use "deadly force".

Police in South Africa were ordered yesterday to deal with criminals by "killing the bastards".

Susan Shabangu, the country's security minister, told officers not to worry about regulations, negotiations or warning shots.

Instead, police should use the guns given to them and go for the kill.

South Africa has become the murder capital of the world with more than 22,000 deaths a year.

Rape, pistol-whipping and torture are commonplace.

England and Wales, with a population little larger than that of South Africa, have around 700 murders a year.

Mrs Shabangu's comments came at a public meeting to discuss her government's response to soaring crime rates.

Aiming her words at police chiefs, she said of criminals: "You must kill the bastards if they threaten you or the community. You must not worry about the regulations - that is my responsibility. Your responsibility is to serve and protect.

"I want no warning shots. You have one shot and it must be a kill shot.

"Criminals are hell-bent on undermining the law and they must now be dealt with. End of story. There are to be no negotiations with criminals."

they used to have that power but the western commie pinkos, (Labour in the UK and Democrats in the US deemed it racist) , seems the wheel has turned full circle , now its ok

I understand why the police chief is saying this, but to me it is symptomatic of a sub culture that believes itself to be unfettered by legal and social conventions, shunning any responsibility for its own actions, then bleating when it gets burned by the consequences of actions perpetrated by its members. Having just watched "Tough Teachers" on BBC3, I am surprised that our inner cities are not strewn with the corpses of Duggan-alikes.

It's all bull and bluster, trying to live up to the 'gangsta' image. Egotistical, narcissistic crap. Well, I'm afraid, the consequences were harsh but I suppose that goes with the territory. People are now living in fear in our inner cities because of gang culture / warfare and innocent people are often caught in the crossfire. The line has to be drawn somewhere otherwise society will descend in to total chaos. Noone wants their kids growing up in a country where you fear for them every time they go out the door. You play with fire, you get burned, simple.

Sure there's a lot of punks out there into the gangsta "culture" ... maybe it's the violent movies, video games, etc. .... Maybe it's just a sign of the times. But then there's the other side ... the heat ... trigger happy cops who get their jollies playing with themselves while they watch "Cops". Even in boring, low-crime, peaceful Canada a kid armed with a pocket knife takes six rounds ... a confused Polish tourist, armed only with a stapler, gets tasered to death by the horsemen at Vancouver International. The violence infects both sides.
