That new Tesco site is an uphill walk (Eagle St) and will depend on the bus station being built next to it in order to draw in the shoppers.
Eastbourne is a favourite old folks holiday destination because the land is flat and condusive to strolling, whereas Torquay is built in a steep river valley - breathtaking in more ways than one

The bus station is going on Crawshaw St car park Margaret to allow access to Eastgate via demolition of some of Union St maybe, Quick Save? get to know a bit with living near and council 'scuttlebut' out side the house as they yap on their way up to work. Eagle St is very steep the easiest way is via Church St The bus station on Crawshaw st would stop the traffic build up at 'rush hour,' it is a lazy drivers car park, not used at Holidays or Sundays,just by office and shop workers.the site is larger than Eagle st site and the council already own most of it, unlike Eagle st I think British Rail own that.
