How do they propose to decide who is putting out to much waste?

I live on my own and usually when I put my bin out it's only half full, by the time the bin men arrive however my neighbours have used the room to dispose of their extra waste, I don't mind after all it's better in my bin than left on the street, but what happens if because of this practice the powers that be decide that I'm from a single household and therefore I should be fined for my neighbours rubbish?

What am I supposed to do, stand next to my bin until it's collected to ensure no other waste goes in?
Padlock the bin and get the binman to call for a key?
Photograph the level of my bin at the time I put it out?
Put a label with my name and address on the bin bags to prove which of the rubbish in the bin is mine and which has been dumped on me?

It sounds like you be be charged deffernet in you have a small or a large bin. Single people would have a small bin, families a big bin I suppose. I thought families already paid more council tax by living in bigger more expensive houses.

Then again it would be fairer to charge council tax based on the number of occupants and not the property value.

This might affect me, my bin is always full but very rare the lid wont close (if i cant fit it in the bin i take a trip up to the tip) but some of my rubbish is weighty, the boys nappies for example, will have to see if it does. I only have 1 bin, but many people round me seem to have aquired a 2nd or even 3rd bin so how would that affect them?

You mean some kind of Poll Tax Neil, could have sworn I' heard of that before, but maybe not

Roads and street lights are paid for by Road Tax.
Police, Fire Brigade, MP's, Coast Guard, schools and colleges are paid from taxes.
Hospitals and ambulances are paid for by national insurance contributions
Lifeboats, Mountain Rescue and Air ambulances are funded by charities.

That leaves Counciillors and Refuse Collections paid for by the Council tax (did I miss anything out?)
Councillors mustbe after a pay rise then.

I don't think you understand what County and Local Councils do or even where your Council tax and other taxes go.

Roads and Street lighting are maintained by the County Council out of Council Tax, as are Police, Fire Brigade, Schools, Hospitals and Ambulance service out of General Taxation

yet another rule to encourage fly tipping , these idiots keep complaining about fly tippers yet the penny hasnt dropped that every time they make peoples disposing of waste more difficult or expensive the more fly tipping occurs

Looks like we are not the only council with this problem, although I do agree with some of the comments just due to the mentality of people who would do it no matter what system is in place :
