The reply to the email that i sent has arrived:
Thank you for your e-mail regarding the time of your mail delivery. I was
sorry to learn that the current delivery time is inconvenient for you.
Whilst I realise that this is not an ideal situation, our main focus is to
ensure that we fulfil the terms of our operating licence, which state that
we must deliver mail to each UK address six days per week. The operating
licence does not however specify a set time for delivery in the day for
ordinary post, the exception being for Special Delivery items.
Nonetheless, I can assure you that we are committed to providing a reliable
delivery service to all of our customers. Royal Mail tries to deliver items
by 2PM in urban areas and by 3PM in rural areas. I can assure you that we
always endeavour to deliver items as quickly as possible. However, at busy
periods it may become more difficult to do so, and I am sorry that this has
been the case in this instance.
From 1st January 2008 there will be a lower speed limit of 56 mph (90kph)
for vehicles weighing more than 3.5 tonnes. This is because of EU
legislation and will apply to all vehicles in the EU and the UK.
Royal Mail's network is changing to adapt to the new speed limit, but our
commitment to latest delivery times of 2pm for most addresses, and 3pm in
rural areas remains the same. While our delivery offices will inevitably
receive the mail later in the morning because our lorries over 3.5 tonnes
will have to move more slowly around the country during the night, we will
be able to absorb the delay over the course of the day. Some customers
will, however, see a change in the time their mail is delivered,
particularly if you are currently near the beginning of our postman's
round.
If you have further enquiries regarding this matter please get back in
touch.

So blaming it on the speed limit!!! Would you think that a lorry driving at night would upset the delivery of my post?
