Perhaps if you did withhold some council tax they would take more notice. You could make it clear you would pay up when they rectified the problem.

Then, their immediate response would be to ignore why your withholding part of your council tax and start spending more money on bailiffs etc to ensure your payment is up to date, so nothing would still be done.
