From what I gather the residents of Burnley actually decided on it through a council questionnaire. They started charging in April 2006.

Re: Towneley Hall

Should be all pay or no-one pays. People cant be treated according to where to something that others also visit. Would the cost being charged also included a percentage to cover those that live in Burnley so they can visit free? I would not entertain paying to enter a place if the locals had a privilidge over others. It seems like a milking of people. It has been mentioned that it isnt expensive but a family on a limited budget might not see it that way and they loose out.

Although it's not common I don't think it's unusual to have residents priveledge schemes. I think when I'm 65 I can go crown green bowling for free because I live in Hynburn but if I want to invite my Dad he would have to pay because he doesn't live here.

Families wouldn't lose out that much because admission is still free for children and students.

I would imagine so, but I haven't been in Towneley Hall for at least 25 years and have no plans to go.
