The only reduction that is available to 'the folks who dont speak English' is if they are reg blind/severely sighted, aged 75 or over, or are aged 65 & over in warden controlled property of more than 4 dwellings. Exactly the same reductions as anyone who does speak english.
If they don't bother getting a lic, they'll soon find out that it's a requirement when they receive a court summons & a fine.
