It's her money, if she wants to leave it to a friend to care for her dog good luck to her.

Until they come up with a way for Earth money to be legal tender in the afterlife, I couldn't give tuppence what people decide to do with their own money after they've snuffed it.

Well if you read the article, she's actually left the dog to the Mayoral attendant who she became friendly with during her year in office, with the money being left for the upkeep of the pooch. Having know Win for many years that is just the kind of thing she would do
