What is the Governments Primary Responsibility?
I was wondering is there anything written in Parliamentary Law to actually state what the Primary or main responsibilities of the UK Government is?
Even if the Law/Advice is general, i'm thinking more specifically really with regards to Vulnerable people of the UK.
Throughout the term of this Parliament Foreign Aid for instance is one of the few areas that is actually having its budget increased, and also unlike many other areas, this budget is ringfenced in order to safeguard it. Whilst this is happening we find most Councils here having their budgets for adult social care slashed, potentially putting many people at risk of losing independence, going into residential care or suffering varying degrees of neglect.
Without perhaps wanting to get into a debate as to the merits of where money should or shouldn't be spent, i was wondering if there would be something written in Law somewhere to State if perhaps the primary responsibility of the UK Government was to safeguard its own people first?
