What changed your mind about the hospital job? I think working for the NHS is quite good. T&C's are ok and they probably have a half decent pension which can be hard to find these days.
Working for BwD is probably ok as well. Would you enjoy working in the library or would you find it boring? Then again once you are in with BwD I bet it is easier to move jobs within the Council.

i think i'd enjoy the librarians job Neil, being with the public has always interested me, and as you say getting on with BwD is a good thing, i also want to look at jobs within LCC, but i dont know what yet

Apply for it anyway. You are unlikely to get the first job you apply for so it will be good interview experiance.
