I think this is going a little too far. People often use the term, "youth culture"; but it is not really a culture, it's just a stage humans pass thro. I do agree that sentencing and punishment should be slightly modified for young offenders, but this should be done thro the exisisting system. Part of growing up has always been running afoul of the law, or at least learning what law is. (In Canada, it is recognised that First Nations are a distinct culture, and that some trials be held according to their traditional laws with native judges and juries. But this is different. First Nations culture is a cradle to grave deal, not a maturational one.) It's a cute idea, but basically bs. Somewhere between this idea and the US belief that kids who kill should be fried like their elders, there is probably (or possibly) an answer. I have no idea what the answer is, but I don't believe this is it.
