That maybe another factor in all this.. the extinguisher seems to have little, if any intake of fluids.

Re: Alcohol/Canal
Just found this shocker hiding on the net:
Leeds and Liverpool Canal
The English writing on it had me fooled for a while. However, there are several universal constants: speed of light, gravitational constant, Planck's Constant, the elementary charge. So, it isn't outrageous to consider that The English Language is a universal constant. Wouldn't expect aliens to be spouting off in frog or kraut would you?

Went to that site, gave up after reading this:-
We walked from Burnley to Accrington on Saturday, 22nd September 2007. A noisy 10 mile walk as we were never far away from the M65 motorway.
What were those engineers and navvies thinking of?
Who in their right mind would build the canal next to a noisy motorway?

The fact that trolleys are found in the canal is a misjudgment on the trolly's part and once placed is irreversible.
The extinguisher has not moved position, just rotated on its axis, the reason for this is unknown at this time.

I am sorry Dave but i have to take issue with your unfounded and ill researched conclusion that, and i quote "it is known shopping trolleys prefer shallow water" i as you know have extensive experience in the hunting and eradication of canal invading parasites, and have known trolleys to dwell in the shallows and also the deep waters some disguised some fully out in all their glory. This poses a serious risk despite your statement to the contrary, the lack of buoyancy is not a problem to them as they a primarily an ambush creature pre fairing to lay in wait for some unsuspecting passer by.Your pictures of the disguised trolleys are also misleading as they appear to be taken in a river rather than a canal, they are just a attempt to back up your flawed argument that trolleys are only found in the shallows. The axis spinning thing with the extinguisher could that be an elaborate mating ritual to attract a mate maybe?????

I do understand that you have insight in to the complexities of canal dipping, but my pictures are proof that the trolleys do prefer shallow water(post 214). As shallow water cannot be found in canal systems they have to inhabit flowing rivers, as they are vulnerable to predation they adopt camouflage as I have show.
As further proof I have uploaded a picture of a dead one, it as you can see, it could not manage to get into the water, it had started to camouflage itself but expired due to lack of shallow water.
I await proof from yourself to at least give substance to your hypothesis.
Case proved I think.

The extinguisher in question was traveling away from church and is in fact in Clayton, it is expected to continue toward the Whalley Road bridge, but as it trajectory is not certain at this moment in time we are awaiting its movement with anticipation.
We will of course post its movement as soon as it commences, at this time people will be able to brace themselves.

It's not all the way for sure - it was built last time I was there and the motorway only runs by the Clayton to near Altham doesn't it, at an angle, not flush with the canal! Unless you'd been smoking something that sckewed your mind!
