Oh dear me, looks like those poor Plutonians better get used to having their Tax Rates increased to help sort this out!!

The changes aren't just on Pluto but the whole solar system.
The russians found out what is going on, but the facts weren't broadcast because it would have upset plans for carbon taxes. The russian scientist who did the research is Dr. Dmitriev.
