Yes you have. You've got a rep power of 6 which means you can increase someone's karma by 6. It may not show in their rep power but it all adds up, and the little blob and message will show for them in their profile.

I did actually try to deduct karma today, signed of course, and in my opinion very justifiabley, but I hadn't spread it about enough since the last hit.
