Hyndburn council may have said it with flowers?

Walking slowly down Hynburn road with Less to the railway yesterday i had to stop to get my breath back and spotted this
Are the council trying to tell us all something ??

Looks like they will pinch owt these days...

Report today saying that our debt has been reduced from £9.9. million to £2 million in a year !!! which Graham Jones disputes .. mmm ... is quite a reduction though.

They could use Alyssums to spell out '£32,000.'

Which apparently is the cost for this year's flowers in the Floral Market Town tiers.

Which in my green fingered opinion look a bit of a bedraggled mess this season.
