The photo was probably donated in the first place, so why should it suddenly become the copyright of "whoever". I have given loads of photos to a local library, but I would be well annoyed if "copyright" appeared on them, because I would KNOW they were mine!
Because all photographs donated to the libraries become the property of the the library. Lancs County at the moment has a a program of scanning all the photographs in the various library's, Ive been asked to identify some of Accringtons WW1 collection.
Blackburn library have been doing all theirs.

Lancs County copyright is the easiest to remove, removed some of the scratches as well.
Now you can all have one.

Hi, we must assume that after these properties were demolished, this became the site of Hillock Vale Mill which was a weaving shed, built c1854. The houses at Vale Court, South and Parker Streets probably housed the mill operatives.
Think eventually Hillock Vale Garage was erected on same site, premises now used as a gift ware type of shop.

On the old photo are the Colman's Mustard and Starch ads and (I think) a post box in the wall

Looking at the 1950s OS Map I presume this is the area of the reservoir
