It wont cost a hugely noticable amount more, but the output is obviously less if the radiators are not full, and the more you bleed them, the more corrosion will occur, there is currently no legislation to force the landlord to make the system more efficient, and most wont spend money if they can avoid it, save to say that, it is false economy and ultimately, the landlord will be paying for new radiators and boiler sooner than necessary, which of course will inconvenoence you, so I am afraid you will, have to put up with it, as your landlord so quaintly put it, you can only hope that the seepage from the system is causing damage to the property which will ultimately cost the landlord for thier ignorance.
