not always the case, me best man bought a house top block hodder st many years ago, had n independant survey which he had to pay fer as well as building society one, he moved in and shortly after discovered Dry rot in attic, went to see about this survey not showing it up n was told by his soliciter sorry no comeback. since that time i have never bothered wi the beggars. he had to replace all the joists etc at great expense.
