So what does a gypsy/traveller put down ? presumably they have valid driving licenses and insurance otherwise the police would have them off the road , wouldn't they

I can only tell you what I know. My company employs numerous drivers, and in order to keep our Operators Licence, we are obliged to check their licences every 6 months. This includes checking addresses shown on the licences are current. By law, the DVLA must be told of changes of address if the licence is still in use for driving on roads in the UK, as otherwise they can impose a fine. You got me though on how gypsies are accounted for! If you want a definitive answer, contact the DVLA. Hope this helps.
