Not just a local expression though.

Never heard it with the last bit, but Edward Cocker (1631-1676) was an English engraver, who also taught writing and arithmetic. He was the reputed author of the famous Arithmetick, the popularity of which has added a phrase ("according to Cocker") to the list of English sayings.

Perhaps Oh great one, it is the last bit that makes it a local expression?

Neither have I, It's not just the building trade that uses it, I have heard it used by many local engineers.

Well I've never done it for money ("it" being navvying in case you were wondering) but in the course of renovating four houses I've laid paving slabs, dug a pond, carted bricks, shovelled sand and gravel and removed more rubble to the tip than I care to think about. Does that count? And still never heard the full expression! Mind you most of that work was well south of Accy so you might be right about the local nature of the last bit.
