If you don't need the desktop icons, do you really need to put them into a folder, or could you bin them instead?
If they are shortcuts, you can normally safely bin them. A shortcut is denoted by a small curly arrow in the bottom left of the icon.
If you access a program regularly, it will show up when you click Start in Windows XP.
