Mine is only wifi.....so I can't connect unless I am near my broadband(or daughters).....or can link into a hotspot(though I do this with caution).

Yes, my iPad Mini only accesses the Internet by WiFi.

I bought a generic charging cable as a standby(I am notorious for mislaying cables) and the Ipad doesn't recognise it at all.

just downgrade it to the previous operating system

this may just be coincidence but when apple launch a new iphone or ipad the next update people put on their now old devices seems to slow down the operation of their devices and other problems occur.A cynic may suggest apple deliberatly cause old devices to slow down so people go and buy the newest ipad or iphone under the impression their device has run its course and that its normal for this to happen

iv backdated around 20 or so apple devices that developed problems after the update and they returned to the good working order or as close as apple can get to good working order that they were used to.

it may just be one big coincidence that many people all over teh world have had slow running devices after the update as a new device is launched but sadly after steve jobbs died his views on how to treat customers didnt
