Well to have a website you need two things.
1. Hosting - This is where all the files for your website is stored.
2. Domain Name - This is a human-readable address for your website.
Hosting prices vary depending on what you need. Hosting packages contain different things but I am guessing you are new at creating web sites so the main things you need to look at are bandwidth and storage space.
The bandwidth is how much data can be downloaded from the website per month.
For example if you had a very basic 1 page site that had a file size, including any images of 1mb and a bandwidth of 1000mb (1gb) that site could be view 1000 times in a month.
Now obviously this gets more complicated with more pages, different file sizes, same images on different pages, separate file downloads and some pages being viewed more than others but the same principle stays.
Think of bandwidth as a bucket full of water. Everytime a page is viewed, data is downloaded and a little water is poured out. If the page has a larger file size then more water is poured out. Evenutally the water runs out. As a web manager you want to stop that happening, so make sure the hosting package you have has enough bandwidth for what it is going to be used for.
Domain names are simply the address of the hosting, it tells the web browser where to look to see the site.
