You can't copy DVD or DVR to CD, CD is a different format, if the DVR has a scart socket and and is plugged into a DVD recorder via a scart lead and set to record, then playback the recording on DVR, the DVD recorder should pick it up. You will have to watch it on screen, it won't let you watch something else.
I bought a Samsung VCR - DVD recorder and I can transfer tape to disc or disc to tape, very good reproduction.

think maybe the question I am asking is ....do DVRs have "outlets" which allow for external copying .
just an extra note , since being hooked up with a DVR I can no longer have my VCR player hooked up , can only get the system to work with my DVD player , not both , (so now I have cartons full of useless VCR tapes rat-holed away alongside the LPs/singles and cassette tapes, just more junk for the kids to toss when I'm dead )
