If they are 'paying' to view them then why not. Likewise spanish TV should be able to sell its 'license' to us. The whole global TV broadcast system would become a place where those broadcasting quality programming would survive and thsoe that didn't would pass away. Survival of the fittest at its best.
With regard to teh BBC we are into the semantics of whether they broadcast to a geographic area or broadcast "in " a geographic area. Its technically possible to receive terrestrial signals outside the UK( calais I believe is capable of receiving it as a start) so do the BBC pay to broadcast in france? I bet they don't.
