The player most definitely has a say whether or not he moves. If for example Everton want to sell Wayne Rooney, if he doesn't want to move to a particular club, or any other club for that matter, he can just sit tight and let his contract run down and expire.
If a club doesn't want to sell a player, but the player wants to leave, the player can simply refuse to play. I'm not saying it is the right thing to do morally, but players have engineered moves like this previously; for example Pierre van Hoojidonk from Celtic to Notts Forest and then away from Forest by withdrawl of his labour, effectively going on strike. Ronaldinho behaved in a similar manner when he moved from Paris St Germain to Barcelona
