zero tolerance on holding

Should the referees show zero tolerance in enforcing the rules on holding in the penalty area?

Holding as far as i know is foul play, its the rules that want enforcing imho.

My hubby says, the referee has no choice, the laws of the game clearly state that if a defender holds an attacking player in the penalty area it is a penalty.

Spot on cashy, you see players with a handful of shirt every time there's a corner or free kick, if the ref applied the rules to the letter of the law, there would been dozens of penalties every game and a few sending off's too, what makes me smile more than anything is the reaction of players who ARE pulled up, they obviously think they should be allowed to do this without penalty.
