Arrow Emergency Transfer Window

I have just read in one of the Sunday papers that an Emergency Transfer Window will open on Wednesday of this week.

Does anybody have any more information on this and I wonder what constitutes an emergency.

its for pure emergencies i think luike if u have no keeper but not 100% sure

Isn't this the window where you have to appeal your case if you want to sign a player to the FA?
For instance your midfield anchorman has left to join Yeovil and the only other defensive midfielders you have to replace him are injured?
