If my memory serves me right, the USSR football league had penalty shootouts imposed on it in the sixties. The players involved in the first drawn game proceeded to adopt the Chris Waddle approach,blazing them wide, hitting corner flags, putting tame passes to the keeper and so on. When the crowd twigged what was going on applause and laughter filled the stadium and the officials had to call a halt to the proceedings.
Thus the idea was dropped. Not sure what became of the players though.
