As I understand it, the match would be postponed only the ground itself was deemed unsafe without the safety certificate, i.e. the players would not be allowed to enter the ground. As this relates to a control room and some seating, and as long as the work in progress does not cause any threat of injury to the players, there would be option to play the match behind closed doors.
However, the planning permission for the new control box has long been approved by HBC, so there really would be eggs on faces if the process had not been co-ordinated with LCC so that the inspection for the Safety Certicate didn't go ahead in enough time for Saturday. I can't see that happening at all.
